Failed to activate data plan

Hi my number is 01027648919 I tried to activate my data plan by transfering my voice balance, but not successful. I tried on the app and on the website but both failed. Can someone please help me? Thank you.

Sorry but you cannot use this number any more.
You need to buy a new one.
And 10,000krw you recharged on March 29th will be refunded.
As you paid it by credit card, it will take 45-60 days to get you fully money back.
Please check your statement of credit card next month.
