Cannot connect to mobile internet

My number is 010 2712 4249. I have a balance of about 5,000 won on my sim card but am unable to connect to mobile internet. Previously I was able to do so, but after my balance ran out and I topped up 10,000 won, my phone became unable to connect to 3G. Also, I am unable to reach your customer service hotline despite trying many times a day - and having to pay each time. Also, your Q&A anti-spam is very hard to read. This is very frustrating.
