I have a sim card which i purchased 2 years ago and the number is 010-3045-1535.  I used it half a year ago but I used up all the account balance.  I will go to Seoul again next week and I am wondering if i can recharge my account and use the sim card again.

Sorry but your phone number 010-3045-1535 was cancelled on March 6th, 2016 due to the non-use for a long time.
You cannot use this number any more.
You need to buy a new one.
